Instructions

  1. Preheat Oven: Preheat your oven to 350°F (175°C) and line a cupcake pan with paper liners.
  2. Mix Dry Ingredients: In a large bowl, sift together the flour, cocoa powder, sugar, baking soda, and salt.
  3. Combine Wet Ingredients: In another bowl, mix the milk, vegetable oil, vinegar, and vanilla extract.
  4. Prepare Batter: Slowly add the wet ingredients to the dry ingredients, mixing until just combined. Do not overmix.
  5. Fill Cupcake Liners: Evenly divide the batter among the cupcake liners, filling each about two-thirds full.

  7. Prepare Frosting: Beat softened butter until creamy. Gradually add powdered sugar, mixing well after each addition. Add milk and vanilla extract, then beat until smooth and fluffy. Add blue food coloring until desired shade is achieved.
